SECURE FLIGHT OVERVIEW

The Lawyers' Travel Service will begin collecting Secure Flight Passenger Data on July 15, 2009.

OVERVIEW

Secure Flight is a program developed by the Department of Homeland Security (DHS) in response to a key 9/11 Commission recommendation that watch list matching should be performed by the Transportation Security Administration.

PROGRAM MISSION

The mission of the Secure Flight program is to enhance the security of domestic and international commercial air travel through the use of improved watch list matching. Secure Flight will do this by:

* Identifying known and suspected terrorists

* Preventing individuals on the No Fly List from boarding an aircraft

* Identifying individuals on the Selectee List for enhanced screening

* Facilitating passenger air travel

* Protecting individuals' privacy

PRIVACY

Protecting the privacy of individuals' information is a cornerstone of Secure Flight.

TSA guards the privacy of individuals by:

* Adhering to the letter and spirit of privacy law

* Treating individuals and their personal privacy information with respect

* Ensuring a high standard of privacy protection

* Responding effectively to public concerns

TSA will collect the minimum amount of personal information necessary to conduct effective watch list matching. Furthermore, personal data will be collected, used, distributed, stored, and disposed of in accordance with stringent guidelines and all applicable privacy laws and regulations.

NEW DATA REQUIREMENTS

Passengers must provide the following information to airlines in order to allow TSA to conduct watch list matching before passenger check-in:

* Full name*

* Date of birth

* Gender

* Redress Number (if available) **

TSA determined through extensive testing that requesting this additional data will greatly reduce the number of passengers misidentified as a match to the watch list. By providing this information in advance, most passengers will not experience any differences from the way they traveled before as a result of the Secure Flight program.

*As it appears on passenger's government-issued ID.

** Those who encounter misidentification are invited to apply for Redress at htpp://www.dhs.gov/trip to help prevent watch list matching misidentifications in the future.

MARKETERS SEE BAGGAGE CLAIM AS ADVERTISING

Airport advertisers are after travelers' last idle moments: waiting for luggage at baggage claims.

"They're a captive audience, waiting 15 minutes or so for bags to arrive," says Zack Clark of DoubleTake Marketing, which designs and installs ads. "It brings some color and revenue to the airport."

The ads are large adhesive banners placed on the moving portion of the baggage carousel. For carousels that have a series of metal plates that collapse on each other, DoubleTake applies an adhesive graphic to each plate to compose one large banner. Ads range from 20 feet wide to an entire belt.

It's the latest airport advertising initiative targeting a demographic considered wealthy, young and cosmopolitan. Non-aviation revenue makes up about half of U.S. airports' operating revenues, according to Airports Council International-North America.

Some airports have removed public art for advertising, while others have considered placing ads on land adjacent to runways. Advertising can be found on electrical outlet stations near gates, boarding passes printed at home and trays used to place jackets and laptops at security checkpoints. "Look down at your feet. Do the tops of your shoes have ads? If not, it's only a matter of time," says Bob Garfield of industry publication Advertising Age.

Seattle-Tacoma has ads on three of 14 carousels and plans to sell more. The airport will also attempt to sell them to conference sponsors that want to advertise their products as attendees arrive.

END OF CLEAR PROGRAM HURTS REVENUE

Airports that have collected rent and a share of revenue from Verified Identity Pass, which operated Registered Traveler program Clear until last Monday, will have to scratch that income from their future budgets.

Verified Identity was the largest of three companies operating Registered Traveler, with operations at 18 airports and about 250,000 customers willing to pay up to $200 to get front-of-the-line privilege at security checkpoints.

Orlando International, which was the launch airport for the program in 2005, says it has received about $2.5 million in revenue from its contract with Clear. In the current fiscal year, it had collected about $790,000, exceeding the initial budget forecast. But the airport was uncertain about Clear's future and didn't budget money from it for the next fiscal year that starts on Oct. 1. "It was unknown," says airport spokeswoman Carolyn Fennell.

The airport will use the lane designated for Clear as a Black Diamond lane — used by TSA at airports to speedily process experienced travelers — or merge it with other lanes. Fennell says the airport hasn't had time to consider if it will take bids from Verified Identity's competitors for another Registered Traveler program at Orlando International.

It's not that cheap tickets are disappearing, but vacation airfares may be bottoming out and even turning higher.

Multiple sales have expired without being renewed by airlines, and airlines even put through an across-the-board price increase earlier in June. That was the first major price hike of the year. If you're still thinking about a vacation this summer, the time to buy is now. Prices for leisure tickets are likely going higher this summer.

Fall ticket prices are still up in the air: perhaps higher because of higher oil prices, reduced airline capacity and increasing demand for tickets. On the other hand, continued economic weakness could leave airlines with lots of empty seats to sell, leading to renewed fare sales.
