LAWYERS' TRAVEL COLLECTING SECURE FLIGHT PASSENGER DATA

The requirement to collect date of birth, gender and full name are federally mandated by the Transportation Security Administration's (TSA) Secure Flight Program for air travel. While disclosure of this information is voluntary, if it is not provided, travelers may be denied boarding. TSA's privacy policy, as well as additional details, can be found at tsa.gov using the keywords Secure Flight.

Although the Secure Flight ruling requires airlines to provide the Secure Flight Data to TSA, The Lawyers' Travel Service is collecting this information to better serve our customers and provide a smooth travel experience at check-in.

AA ANNOUNCES CHANGES TO CHECKED BAG CHARGES

American is announcing changes to charges for checking a first or second bag. The charges will increase for domestic-travel tickets that are purchased on or after Aug. 14, 2009.

• The changes apply for travel within the U.S. and U.S. territories such as Puerto Rico and the U.S. Virgin Islands. The changes also apply to travelers on American Eagle and AmericanConnection flights.

• For tickets purchased on or after the Aug. 14, the first checked bag will be $20 and the charge for a second checked bag will be $30, up from the current charges of $15 and $25 respectively. Current checked bag charges to and from Canada are not changing at this time.

• The following exceptions may apply - see www.AA.com/baggage for details: American's AAdvantage program members who have achieved Elite Status levels, as well as oneworld® Alliance Emerald, Sapphire or Ruby members; Those who have purchased tickets in the First and Business Class cabins, as well as those who purchased full-fare tickets in the Economy Class cabin; Those with international itineraries (except to and from U.S. territories such as Puerto Rico and the U.S. Virgin Islands).

• Customers may pay checked bag charges at an airport Self-Service Machine, the curbside check-in counter, or at any airport ticket counter.

FLIERS TRAPPED ON TARMAC PUSH FOR RULES ON RELEASE

Legislation that would let passengers get off planes delayed on airport tarmacs is moving through the House and Senate as part of a bill reauthorizing and funding the Federal Aviation Administration. A Senate committee last week voted to require airlines to let passengers get off planes that are delayed for more than three hours. The House has passed a less specific version. It requires each airline to submit to the Transportation Department a plan to allow passengers to get off planes with long delays.

For many irate fliers, action seems overdue. About 200,000 domestic passengers have been stuck on about 3,000 planes for three hours or more waiting to take off or taxi to a gate since January 2007, an analysis of Transportation Department data shows. Between October 2008 and May 2009, there were 577 planes that sat for that long.

The airlines, however, say that long delays are rare and result mostly from bad weather and a backed-up air-traffic-control system. They warn that forcing them to return planes to terminals after three hours could often make matters worse.

"Such a rule would result in numerous unintended consequences that ultimately will create inconveniences for passengers and lead to more flight cancellations," says David Castelveter, vice president of the Air Transport Association of America, which represents U.S. airlines.

The analysis of delays that the airlines report to the Transportation Department finds that long delays are rare. Between October and May, when 19 big airlines operated 4.3 million domestic flights, the 577 delays of three hours or more translated into a rate of 1.35 flights per every 10,000.

Mechanical and other safety concerns also contribute to delays. And the airlines say crowded airports and backed-up traffic often make it impractical for pilots to return to terminals.

 

FRIENDLY SKIES, REVISITED

There was a time when airlines mimicked the hotel business, sending out their own version of concierges in airport lobbies. But lately, the airport terminal has seemed more like a test kitchen of ways to eliminate all human contact with customers. But some airlines are reversing course. One is Delta Air Lines, now the world's largest carrier after its merger with Northwest. It is reviving a service program known as the "Red Coats," for the crimson-jacketed airport service people who assist passengers in need.

Delta has already brought the agents back to Kennedy Airport, and last month it added more than 100 at its biggest airport hub, Atlanta. As of Aug. 1, about 500 of these agents will be in circulation at more than a dozen airports, including terminals in Washington, Los Angeles, Boston, Cincinnati, Memphis, Newark and New York.

The Red Coats program, which dates back to the 1960s, "was one of our better-known services," Gil West, Delta's senior vice president of airport customer service, said in an interview. The new Red Coats will be able to use hand-held devices to print boarding passes and issue vouchers to airport clubs.

Lufthansa also took note when customers complained about difficulties in using an earlier version of its self-service kiosks, and the airline went back to the drawing board. "You have to be careful to pay attention to what is valued by your customer," said Jan-Wilhelm Breithaupt, director of global passenger services for Lufthansa.

"Kiosks cannot solve complex travel issues or emergency situations," said Kate Hanni, director of FlyersRights.org, which is pushing for passage of a federal airline passengers' bill of rights that has recently gained momentum in Congress.

So will Delta's Red Coats be able to make 'battlefield decisions' employing logic" and cut through red tape?

Mr. West of Delta said that they would. He gave as an example the case of a business traveler flying from New York to Latin America who missed his connection in Atlanta. "The Red Coat would meet the inbound flight at the gate, they'd rebook the person on the next available flight and scan the person's boarding pass right there and issue a new one," and if no flight was available until the next day, the agent could dispense vouchers or offer other assistance, all without having to go to a supervisor for permission — a common source of annoyance to frequent fliers who often have to wait for a resolution. "They are able to make those decisions on a case-by-case basis," he said.
